Modified Assured Career Progression (MACP) Scheme for Railway Employees

  • Modified Assured Career Progression (MACP) scheme aims to provide a career advancement path for employees who may not receive regular promotions due to limited vacancies or other factors.
  • This ensures that employees receive periodic salary increases even in the absence of regular promotions.
  • MACP scheme applies to all regular Group ‘A,’ ‘B,’ and ‘C’ Central Government employees, including those on temporary status.
  • MACP provides three financial upgrades at 10, 20, and 30 years of continuous service, moving the employee to the next higher pay level in the hierarchy.
  • “regular service” for MACP purposes includes Periods spent on deputation, foreign service, study leave, and other kinds of leave and Service rendered in a previous Government/Statutory Body/Autonomous Body/Public Sector organization before joining the Central Government. However, breaks in service are not counted towards fulfilling the MACP service requirements.
  • The performance benchmark for granting MACP is “Very Good” for all levels.
  • A Screening Committee, comprising senior officers at least one level above the level for which MACP is being considered, is responsible for reviewing and approving MACP cases.
  • MACP is distinct from regular promotions. Employees can still be considered for promotions based on their merit and available vacancies.
  • The financial benefits derived from MACP do not affect an employee’s seniority within the organisation.
